What Is a US Tax-Free State?

The five US states commonly called “tax-free” are Delaware, Oregon, New Hampshire, Montana, and Alaska. The term refers to the absence of a statewide general sales tax. It does not mean that individuals or businesses are exempt from every tax, and it should not be read as a promise that every purchase or business activity is tax-free.

How Do They Differ from Other States?

General sales taxes apply to sales of goods and, depending on local rules, certain services. In many states, a transaction may be subject to both state and local sales taxes. The five states listed here do not impose a statewide general sales tax, but that does not give them identical tax systems.

Income taxes, property taxes, business taxes, and taxes on specific transactions may still apply. Some local governments in Alaska also collect sales tax. Having no general sales tax is therefore different from having no personal income tax; each type of tax must be considered separately.

What Are the Potential Benefits?

The absence of a general sales tax may affect purchasing costs for transactions covered by local rules. It can also be one factor when businesses compare locations for purchasing, warehousing, or distribution. This is a starting point for a cost comparison, rather than a conclusion about which state is best.

Actual costs still depend on the goods involved, where the transaction takes place, transportation, operating expenses, and other applicable taxes and fees. A saving in one area does not necessarily mean a lower overall tax burden or operating cost. The state-by-state comparison below explains the differences in more detail.

What Are These Addresses Used For?

Real addresses in these states may be used for residence, business operations, purchasing, and deliveries when they match the actual circumstances and requirements of the activity. Simply entering an address in a state without general sales tax does not establish eligibility for a tax exemption.

This tool creates fictional samples for address forms, state-field validation, demonstrations, and learning. When testing tax workflows, maintain tax rates and rules separately; a generated address is not a tax determination or a verified location. Do not use fictional results for real deliveries, registrations, or tax filings.

US Tax-Free States: Benefits and Trade-offs

These five states do not impose a statewide general sales tax. That does not mean all taxes are waived, and an address alone does not establish eligibility for a tax exemption.

Delaware (DE)

Key benefits
Delaware has no general sales tax and an established corporate legal framework.
Things to consider
Incorporated businesses may still owe franchise taxes, annual maintenance fees, and other taxes. These obligations are not limited to businesses operating within Delaware.
Scenarios to evaluate
Corporate structure and financing arrangements for technology, financial services, and cross-border e-commerce businesses.

Oregon (OR)

Key benefits
Oregon has no general sales tax. Its West Coast location can be a factor when evaluating purchasing and distribution operations.
Things to consider
The top marginal personal income tax rate is 9.9%. Warehousing, transportation, and other operating costs also need to be included in any comparison.
Scenarios to evaluate
Site selection for overseas warehouses, purchasing operations, and distribution centers.

New Hampshire (NH)

Key benefits
New Hampshire has no general sales tax. Its Interest and Dividends Tax was repealed for tax periods beginning on or after January 1, 2025.
Things to consider
Local property taxes, meals and rooms taxes, and potential obligations from working across state lines still need to be considered.
Scenarios to evaluate
Comparing the costs of living, commuting, and retirement in the eastern United States.

Montana (MT)

Key benefits
Montana does not impose a general sales tax.
Things to consider
Certain transactions or locations may still carry specific taxes and fees. Registering a vehicle does not replace checking the obligations where its owner actually lives and where the vehicle is used.
Scenarios to evaluate
Evaluating ownership costs for vehicles, recreational vehicles, and other assets, or researching businesses sensitive to sales tax costs.

Alaska (AK)

Key benefits
Alaska has neither a statewide general sales tax nor a state personal income tax.
